Import Permits are assigned on a per gun basis - which means, if I wanted to buy a gun from overseas, I'd pick the gun, make an application, and wait until the Police approved it before I could buy the gun. Nobody will have a permit sitting around unused, so you have to either pay the premium to buy one already in NZ, or apply for a permit. We can help you with the permit process if you're a club member, and 16+ with a firearms license or 18+ without.
I saw in your other thread that you want something for around $250. Someone in the club might have a spare gun they could let go for $250, or your best bet is to probably save another $80 and buy a G&G Combat Machine from ASGC.
I have an M4 body that I'm currently stripping back to plain black, and I might be able to get it working as an AEG for you for $250, but it'll be a while before I have time to put it together and test it.
